Accreditation Offices are engineering consultancy firms licensed by Industrial Development Authority (IDA) to operate in the field of examining all technical matters and documents related to industrial licensing. Applicants for industrial licenses may refer to these offices to verify that their industrial facilities meet the required conditions and procedures. The Accreditation offices then issue an accreditation certificate acceptable to the Authority. These offices must possess the necessary professional capabilities in terms of design and supervision.
   
Accreditation Services

The accreditation offices are responsible for examining the documents related to the establishment, management, or operation of industrial facilities or establishments to determine whether they meet the required technical standards and other legal procedures. They also examine whether licensed industrial establishments continue to comply with these standards. After verification, the Accreditation offices issue an Accreditation Certificate, which is the document confirming that the establishment has met all or part of the legally required rules, procedures, and standards necessary for its establishment, management, or operation.

   
Application and Qualification Process

Engineering consultancy firms and expert houses wishing to register as accredited offices must obtain a copy of the Guidance Manual from the Authority’s headquarters in New Cairo, at a cost of (EGP 5712) (including VAT), payable by bank cheque or deposit to account number 14400133004127 at Bank of Alexandria. Applicants must submit the following required documents:

  •   A recent extract from the commercial register.
  •  The consultancy office’s license certificate from the Engineers Syndicate.
  •   Partnership agreements.
  •  Certificates of the Accreditation office’s contractors (partners or consultants).
  •  Audited financial statements for the last three years and tax declarations.
  •  Proof of the Accreditation office’s previous industrial work (latest project payment certificate or completion certificate).
  •  Proof of previous industrial work for the partners or consultants (latest project payment certificate or completion certificate).
  •  Quality certificate, if available (or a quality manual).
  •  The organizational structure of the consultancy office, including partners and how they are integrated within the structure, as well as the office’s contact information for coordination with IDA.

All submitted applications are reviewed, and the qualification process is carried out in accordance with the standards specified in the Guidance Manual. IDA reserves the right to request additional information or conduct interviews with applicants during the qualification process. IDA also reserves the right to reject any incomplete application lacking the required data or documents. After evaluation, IDA publishes a list of qualified accreditation offices on the websites of the Ministry of Industry and IDA.

   
Scope of Work of Accreditation Offices
Pre-construction phase:

Issuing an accreditation certificate indicating preliminary approval of civil defense measures, required for obtaining a building permit.

Pre-operation phase:
  •  Issuing an accreditation certificate for obtaining an operating license upon the investor’s request.
  •  Issuing an accreditation certificate for obtaining an operating license upon IDA’s request.
  •  Issuing an accreditation certificate confirming compliance with civil defense requirements for obtaining an operating license upon the investor’s request.
  •  Issuing an accreditation certificate confirming compliance or continued compliance with civil defense requirements for obtaining an operating license upon IDA’s assignment.
During operation phase:
  •  Conducting technical modifications upon the investor’s request.
  •  Conducting inspections of industrial facilities during operation upon IDA’s assignment only.
The service fees of accreditation offices are determined according to the criteria outlined in the Accreditation Offices Manual.
  •  The annual registration, modification, and requalification fees amount to EGP 22,812, including VAT.
  •  Qualified accreditation offices are required to obtain an annual renewable insurance policy for a period or successive periods, with the coverage amount determined by IDA. The policy must be issued in favor of IDA by an insurance company licensed to operate in Egypt.
  •  Registration certificates are issued on secure documents, and the Accreditation offices are also provided with secured forms issued by the Secured Printing Complex to be used in their documentation cycle for issuing accreditation certificates, in line with directives from the Presidency of the Republic.
